These are the folks that created the voices in Adobe Captivate. They have become another company. You can also consider an alternative like Amazon Polly. If you have an account with Amazon you already have access to this text to speech alternative. If you are unsatisfied with the Neospeech voices included with Captivate as you mentioned, perform a google search for Well Said Labs.
Their product is the next best thing to hiring a voice actor to record narration for you. Personally, I vote for a human narrator. Eventually, someone at Adobe might approve my earlier post and you will see all the links I suggested earlier. They used to be called Neospeech but are now called Readspeaker. You will need to use the contact me form to request someone from their customer service team to get in touch with you.
You will need to provide your use case for them to determine how much your fees will be. There are other solutions out there that are less expensive. Certainly recording your own voice as Lieve suggested is a great alternative.
Your question is bit confusing. You do not need to use the TTS, the best narration is always done by a real human voice. I always record myself, use TTS only for draft.
